Citywide Garage Sale date announced

Tuesday, the City of Harker Heights Council held a special executive session along with their regular scheduled agenda.
Financial Director, Alberta Burrett, presented an explanation of the city’s portfolio holdings for the fiscal year 2015-2016 third quarter investment report.
The total investments for Harker Heights decreased from previous quarter by $3,049,719.11 due to routine operating costs. The Capital Improvement Fund had the largest decrease out of all the fund categories because of several payments made to vendors for work on roadwork, lift station improvements, and renovation projects for the Recreation Center and City Hall.
As of June 30, 2016, Harker Heights has a total amount invested of $27,718,254.60 with four to six-month investment rates range of 0.40% to 0.50%. “When we look at kind of a benchmark of what our investments should be at… a T (Treasury) Bill as of June, it was 0.36% for six months. As you can see, we’re above the benchmark that we need to be at,” said Burrett.
Burrett summarized some checking and pool accounts, Certificates of Deposits, as well as five of Heights’ Certificiate of Deposit Account Registry Services (CDARS) Program are about to mature at the end of July and will go towards the general fund reserve and projects while the fixed assets will reinvest for one year.
The council received a presentation from Harker Heights resident Alice Sifuentes. Sifuentes addressed the council on her concerns over rental properties on the street she resides on voiding city ordinances and codes.
After receiving Sifuentes’ presentation, Mayor Robinson directed Sifuentes to further her discussion with code enforcement and with Director of Planning and Development, Joseph Molis, who was present at the meeting.
The public hearing regarding approval for an ordinance to allow the Vale Building Group and the City Manager to enter a development agreement was withdrawn from the agenda.
For new business, the Parks and Recreation Director, Jerry Bark presented a request for the sixth Annual Community Garage Sale to be held on October 1, 2016 and discussed the details pertaining to the registering process for the garage sale.
Last year, the city had 197 residents participate in the annual garage sale. The motion was approved unanimously.
The final agenda of the evening, the council met in a closed meeting to discuss the employment and performance evaluation of City Manager, David R. Mitchell.
Mitchell has been the City Manager of Harker Heights since January 2014.
The council reconvened, announcing they had created a two-person committee to evaluate Mitchell and will report back to the council at a later date. Council members Steve Carpenter and John Reider volunteered for the committee.
“He’s got great leadership skills and he’s a real people person. You want someone who with all these staff guys like our Park’s Director, our Planning Director, he works really well with them,” said council member John Reider.
